NFL refs approve deal, ready for Sunday games

IRVING, Texas (AP) -- NFL referees are ready to go unnoticed again, just as they prefer.

The refs approved a new eight-year contract with the league by a 112-5 vote Saturday, officially ending a lockout that led to three weeks of increasingly chaotic games run by replacement officials who drew the attention of everyone from the average fan to President Barack Obama.

After a few hours of final preparations with league officials, the next stop for the referees will be the airport. Most will be heading straight to their Sunday game sites.

''It was pretty much 'Come on in and vote,''' said Scott Green, president of the referees' association. ''We're going to talk football now. We're going to stop talking about CBAs and lockouts and now we're going to talk about rules and video and getting ourselves ready to work football games.''

They may get ovations similar to the one bestowed on the crew that worked Thursday's Cleveland-Baltimore game with the tentative deal in place. Before long, they expect to go back to being mostly anonymous and sometimes hated. They're OK with both.

''The last Super Bowl that I worked, when we got in the locker room, I said, 'You know, the best thing about this game, nobody will remember who refereed this game,''' Green said. ''That's how we like to work.''

The referees met for about an hour and a half Friday night to go over the contract, then gathered for another 30 minutes Saturday morning before approving the contract.

''We are obviously pleased to hear it,'' NFL spokesman Greg Aiello said in an email to The Associated Press on Saturday.

Because they were aware of the financial parameters, most of the discussion by the referees involved non-economic issues such as year-round work and developmental squads, said Tim Millis, the association's executive director.

The deal came quickly this week after an increasing chorus of complaints became impossible to ignore when a disputed touchdown call on the final play gave the Seattle Seahawks a victory over the Green Bay Packers on national television Monday night. Many thought the ruling of a Seattle touchdown instead of a Green Bay interception was botched, and the labor dispute drew public comments from Obama and his Republican challenger Mitt Romney.

By late Wednesday, the sides had a contract calling for refs' salaries to increase from an average of $149,000 a year in 2011 to $173,000 in 2013, rising to $205,000 by 2019. The current defined benefit pension plan will remain in place for current officials through the 2016 season or until the official earns 20 years' service.

The defined benefit plan will then be frozen. Retirement benefits will be provided for new hires, and for all officials beginning in 2017, through a defined contribution.

Beginning with the 2013 season, the NFL will have the option to hire a number of officials to work year-round. The NFL also can retain additional officials for training and development and assign those officials to work games. The number of additional officials will be determined by the league.

The officials that worked Thursday's Ravens-Browns game were cheered from the moment they walked onto the field. The difference between the regular crew and replacements was clear. The officials kept the game in control, curtailing the chippy play and choppy pace that had marred the first three weeks of the regular season.

''I think the thing we're most proud of is the lesson that we all learned,'' Green said. ''If you're going to be in a professional league, you've got top-notch coaches, you need professional officials as well.''

Kosovo PM: EU-led talks with Serbia must happen

UNITED NATIONS (AP) ? Kosovo Prime Minister Hashim Thaci said Kosovo and Serbia must normalize relations soon to begin integrating with Europe, but he insisted that partition of his country's Serb-dominated northern enclave "will never happen."

Kosovo's flag does not fly at the United Nations, where Thaci met with EU foreign affairs chief Catherine Ashton, European Commission chief Jose Manuel Barroso and U.S. officials on the sidelines of the U.N. General Assembly ministerial meeting.

The European Union is trying to broker talks next month between Kosovo and Serbia, which also wants to join the bloc. The EU is expected to push for a resolution on Kosovo's tense north, where the young country has little control over ethnic Serbs who suffered reprisal attacks after the province broke away from Serbia and reject the authority of the ethnic Albanian-dominated government in Pristina.

"Kosovo is determined for dialogue with Serbia, for normalization of relations," Thaci said in an interview Friday with The Associated Press. "Kosovo will benefit, Serbia will benefit. It will mean an end to the era of conflicts in the region and a faster process of integration of all countries."

The nation of about 2 million people, predominantly ethnic Albanians of Muslim faith, belongs to the International Monetary Fund and the World Bank, but cannot have its own telephone prefix because it does not belong to the United Nations. The International Olympic Committee rejected its bid to participate in this summer's London Olympics, but FIFA has ruled that its members can play soccer matches against Kosovo.

Over 90 countries have recognized Kosovo's independence, including much of Europe, and the number will soon top 100, Thaci said.

Serbia insists it will never recognize Kosovo, which it views as a national heartland, but the EU wants Belgrade to normalize ties with Pristina as a precondition for EU membership.

Thaci and Serbian President Tomislav Nikolic did not meet at the United Nations, though they both attended a reception for European leaders, where the newly-elected Serbian nationalist left without speaking to his counterpart.

Despite the snub, Thaci said he was eager for negotiations with Serbia.

"We need to start," he said. "The more delays we face, the more difficult this process will become. Therefore both Kosovo and Serbia should fight to catch up, in order to have a faster integration process."

Kosovo will soon find out if it is on the right track toward integration. The EU is slated to release a report Oct. 10 on Kosovo's progress on preparing for a Stabilization and Association Agreement, the first step in the long path to membership.

Earlier this month, in a sign of confidence that Kosovo has matured since its unilateral declaration of independence in 2008, a 25-nation group made up of the U.S., Turkey and EU countries formally ended supervision of the young country, which it had guided since the end of its bloody war with Serbia.

A massive international presence remains, however. About, 5,600 NATO-led peacekeepers are still in charge of security and a 3,000-strong EU mission has the final say in legal matters. Corruption, organized crime, smuggling and high unemployment remain huge problems.

"We have worked very hard, but I am aware that we need to do more," Thaci said. "We are now seen by the world as normal functioning country."

The world, however, has not allowed Kosovo into the United Nations. The Kosovars were on the outside looking in as Vuk Jeremic, the former Serbian foreign minister and new president of the General Assembly, presided over the U.N.'s annual gathering of world leaders.

Kosovo's membership at the U.N. is blocked by an ally of Serbia: Russia, a veto power-wielding member of the Security Council, which must approve any new members.

"After normalization of relations with Serbia the path to the U.N. will be opened," Thaci said.

There has been some progress. Kosovo citizens can now travel to Serbia with their own ID card, but not with Kosovo car plates. Serbia has agreed to accept Kosovo university diplomas, and will participate at regional meetings alongside Kosovo as long as there is an asterisk on Kosovo's name that refers to its international status.

The fate of Kosovo's Orthodox Christian Serbs and the firm grip that Serbia has on northern Kosovo are the main sticking points. Some Serbian officials have said that partition is the best solution, but Thaci said that redrawing any borders would set a dangerous precedent for the Balkans.

He said Serbs in northern Kosovo must integrate into Kosovar society, but that task has been made more difficult because they "have been deceived now for 12 years by Belgrade that there will be partition. That will never happen. Partition implies changing the borders for a minimum six countries."

Another source of division is a 2010 Council of Europe report by Swiss politician Dick Marty that alleges the rebel Kosovo Liberation Army, including Thaci, killed Serbian civilian captives during the 1990s and sold their organs. Albania and Kosovo have repeatedly denied the claims.

Earlier this month, a Serbian prosecutor said that a witness came forward and testified "in detail" about the allegations, which the European Union is now investigating.

Thaci dismissed the claims as "science fiction," though he acknowledged "they have harmed my image, and the image of Kosovo."

UTSA coach will be on familiar turf for?WAC opener at New Mexico St.

UTSA running backs coach Polo Gutierrez has spent this week looking ahead to the Roadrunners' Western Athletic Conference opener against New Mexico State on Saturday.

But truth be told, Gutierrez also has reminisced a little. Considering how many times he's been asked how he feels about UTSA playing such a historic game against his alma mater, Gutierrez hasn't had much choice but to reflect on his career with the Aggies.

Born in Laredo but raised in Corpus Christi, Leopoldo "Polo" Gutierrez was a three-year starting offensive lineman at NM State from 2006-08 after playing nose guard on defense as a freshman in 2005.

The Roadrunners?(4-0) and Aggies (1-3) meet?at 7 p.m. Saturday at Aggie Memorial Stadium in Las Cruces, N.M.?

"It's our first WAC game," Gutierrez said. "Of course, it's special because we are?going back to my?alma mater."

Gutierrez said he took his share of ribbing from UTSA's running backs this week, especially when he showed up for the first day of practice with his hair freshly cut.

"They all tell me, 'You got a short, high and tight haircut. Coach is all business this week,'" Gutierrez said, chuckling. "They understand how important the game is."

NM State hasn't gone to bowl since 1960

UTSA heads into its league opener brimming with confidence after rolling to a 56-3 rout of Division II Northwestern Oklahoma State last Saturday. New Mexico beat New Mexico State 27-14 a few hours later, handing the Aggies their third consecutive loss.

Winning seasons have been few and far between for NM State, which hasn't been to a bowl since 1960. The bowl drought is the longest among teams in the NCAA's Football Bowl Subdivision, formerly Division I-A.

The Aggies have recorded only four winning seasons since 1967, when they finished 7-2-1 under former Trinity coach Warren Woodson.

A 2005 Corpus Christi Carroll graduate, Gutierrez played on NM State teams that went a combined 11-38 under San Antonio native Hal Mumme. The Aggies were 0-12 in Gutierrez's freshman year and never won more than four games in one season during his career.

Of course, none of that will matter when NM State plays UTSA. The Aggies' losing record notwithstanding, the Roadrunners know they will face a challenge Saturday night.

On the other hand, NM State knows its season could be lost if it falls?to UTSA, which was picked to finish last in the WAC.

"All the pressure's on them," Gutierrez said. "Their coach (DeWayne Walker) said, 'We have a chance to be 2-3 after this week.' They think it's a game they can win. We know we can win it, but we have to play mistake-free football. These guys (Aggies) play really tough.

"But our guys, they don't really look at film and think that guys are better than them. I don't know if it's just the young mentality, but they don't know any better. They think they can beat anybody. We could march USC in there and they still would think they could beat them."

Gutierrez keeps in touch with college coach

Gutierrez, 25, was assistant strength and conditioning coach at NM State in 2009 before joining Coker's staff later that year as a volunteer coach.

Gutierrez worked as a volunteer for about six months before he became a graduate assistant, and was promoted to a full-time position as running backs coach in December 2010.

"It's been a blessing," Gutierrez said.

Gutierrez said he talks with Mumme, now head coach at McMurry in Abilene,?by phone about once a month.

"He gives me a lot of pointers," Gutierrez said. "He's even called me and wished me good luck on this one."

Gutierrez said Mumme and Coker have been his mentors and? have been "tremendous" in helping him develop as a coach.

Gutierrez is also a good friend of former NM?State standout quarterback Charley Johnson, who went on to play in the NFL and??retired this year as a professor of chemical engineering at his alma mater.

Johnson, who?earned Sun Bowl MVP honors in 1959 and 1960, is the only player in the history of the Aggies' football program who has had his number retired. He was the quarterback of the last NM State team to play in a bowl game.

"He can't make the game because his daughter is sick with cancer, but he was going to be on our sidelines," Gutierrez said. "He's?a good fan of ours and it?was going to be nice support for him to be there."

Roadrunners?had to?grow up quickly?

UTSA is making?the transition to the FBS?this season after?finishing its inaugural season 4-6 last year. The Roadrunners, who played as an independent in the FCS (formerly I-AA) last season, will move to Conference USA next year.

Gutierrez has been involved with UTSA football from nearly the beginning, helping Coker run football camps for kids and tryouts for prospective players.

"From where they were two years ago to where they are now is night and day," Gutierrez said, referring to UTSA's players. "We had a lot of growing up to do and we had to do it?very fast. That was the main thing.

"It went from thinking we were going to be D-I, Double-A, and eventually D-I when these guys were seniors to all of sudden, you're in the WAC. I tell the guys that I played in the WAC and I know what it's about. The WAC is still extremely competitive."

That said, Gutierrez said the Roadrunners have players who can "easily compete in this league."

While UTSA won't be eligible for a bowl until 2014, Gutierrez said the Roadrunners don't lack for incentive.

"More than anything, what I tell these guys is, 'What are you competing for this year? Are you competing for a bowl game? No. What you're competing for is a conference championship ring,'" Gutierrez said. "That's what you can have this year. If you get in there and do what's right, you can win the WAC and be able to win the last WAC championship in history."

The WAC announced in August that it will drop football after this season.

When WAC football passes into history, Gutierrez?still will have his memories of the league.?

And so will UTSA. ?

NEW YORK (CNNMoney) ?

While many college graduates are struggling to find jobs, alumni from certain schools are regularly pulling in six-figure salaries.

For the second year in a row, Princeton University's students have been pulling in the biggest paychecks, according to new data from salary research site PayScale.com. This year, Princeton graduates with at least 10 years of experience in their field of work are earning an average salary of $137,000.

Rounding out the top 10, are Harvey Mudd College, California Institute of Technology, the United States Naval Academy at Annapolis, the United States Military Academy at West Point, the Massachusetts Institute of Technology, Lehigh University, the Polytechnic Institute of New York University, Babson College and Stanford University.

Graduates from these schools earned an average mid-career salary of $122,500 -- up 5 percent from last year. This year's increase follows three years of declines, according to PayScale.

The schools with the highest-paid graduates typically fall into one of two categories: They're either engineering schools, since engineering is the highest-paid major, or they're very prestigious, so companies tend to recruit these grads first -- and pay them handsomely -- when making hiring decisions.

"Not only do (the most prestigious schools like Stanford) offer high-paying majors as well, but there's a level of notoriety that allows people to move into jobs more easily and get higher-paying jobs, and there's also a strong alumni network that helps you get jobs," said Katie Bardaro, lead economist at PayScale.

Graduates earn the highest starting salaries at the United States Military Academy at West Point, where alumni with five years of experience or less make an average of $76,000. The United States Naval Academy at Annapolis and Massachusetts Institute of Technology follow, with average starting salaries of $72,200 and $68,400.

Among the 10 schools with the lowest-paid graduates, the average mid-career salary remained steady this year, at $44,490. The five schools with the lowest-paid graduates were The Art Institute of Pittsburgh (the online division), Benedict College in South Carolina, Mississippi Valley State University, University of the Cumberlands in Kentucky, and Bethel University in Tennessee.

Lower earning potential is common among schools that offer traditionally low-paying majors, like art, said Bardaro. These schools are also often located in areas with lower cost of living, and many don't carry the same level of prestige as the top schools on the list, so it can be hard for students to stick out in a big stack of resumes.

Majors with the biggest pay-offs: The highest-paying majors this year were petroleum engineering, with an average mid-career salary of $163,000, followed by aerospace engineering, which pays an average $118,000. Meanwhile, child and family studies majors can work for more than 10 years in their field and still only earn an average $37,700. Social work is the next lowest-paying major, with a mid-career salary or $45,300.

Chevron pays fine for oil spill in Brazil

SAO PAULO (AP) ? Chevron Corp has paid a multimillion dollar fine for several "irregularities" in connection with last year's oil spill off the coast of Rio de Janeiro, Brazil's National Petroleum Agency said.

The agency said in a Thursday statement that Chevron paid the 35.1 million real ($17.3 million) fine last week for 24 of 25 irregularities detected. The statement did not provide details on the irregularities.

Some 155,000 gallons of crude are thought to have been released in the November 2011 spill.

The agency said it granted Chevron a 30 percent discount because it paid the fine on time and did not challenge it.

Chevron confirmed it paid the fine and said it will "implement a number of process improvements developed from lessons learned in the incident. Chevron Brasil respects and complies with the laws of the countries in which it operates."

The company said in a Friday statement that "continuous monitoring of the incident area shows no discernible environmental impact to marine life or human health."

On Thursday, a federal court served Chevron and driller Transocean Ltd. with preliminary injunctions ordering them to suspend operations in Brazil until investigations are completed into the spill.

FDA approves Boston Scientific's unique heart device

(Reuters) - U.S. health regulators approved Boston Scientific Corp's first-of-its-kind heart defibrillator that does not require leads to be inserted into the heart.

Defibrillators help control heart rhythm by applying an electric shock to the heart when it beats abnormally fast, reducing the risk of cardiac arrest.

Traditional defibrillators require electrical conductor wires or leads to be inserted into the heart through a vein in the upper chest.

Boston Scientific's Subcutaneous Implantable Defibrillator (S-ICD) requires the wires to be implanted under the skin along the bottom of the rib cage, making the procedure accessible to more patients.

It is the first such device to get approval from the U.S. Food and Drug Administration. The S-ICD System is commercially available in many countries in Europe, as well as New Zealand.

"Some patients with anatomy that makes it challenging to place one of the implantable defibrillators currently on the market may especially benefit from this device," FDA official Christy Foreman said in a statement.

The device is manufactured by Cameron Health Inc, which was acquired by Boston Scientific in June.

The FDA said it requires Cameron Health to conduct a postmarket study to assess the long-term safety and performance of the device.

Shares of Boston Scientific closed at $5.74 on Friday on the New York Stock Exchange.

Design
The iLuv Mo'Beats resembles a skinny aluminum barrel, measuring about 1.75 inches in diameter and 9.31 inches in length, with a small lip on the front for propping devices up. At 1.09-pounds, the Mo'Beats is not quite as portable as options like the Logitech UE Mobile Boombox ?or the Jawbone Jambox , but its solid aluminum frame and stand function make up for the added weight.

Inline

There are circular speaker grilles at either end of the barrel, while a black plastic protrusion on the back houses the On/Off switch, 3.5mm Aux jack, mini USB port, and a slide-out stabilizing bar for heavier and taller devices. The recess in the lip is about half an inch wide, making it suitable for even overly thick tablets, while embedded rubber pads help keep devices in place. There are no volume or playback controls, as everything is handled on the device. There is also no speakerphone like on the UE Mobile Boombox or Jambox.

Pairing the speaker with a Bluetooth device is simple enough; just flip the switch from Off to On and select the Mo'Beats on your device. The Mo'Beats can only pair with one device at a time, which is less useful than the Mobile Boombox, which can pair with up to eight devices at a time.

Performance
To put it bluntly, the iLuv Mo'Beats is not the speaker you want if high-quality audio is your biggest concern. It's louder, clearer, and has better stereo separation than the built-in speakers on most tablets, but that's really not saying much. Compared with alternatives like the Logitech UE Mobile Boombox, the Mo'Beats sounds pretty tepid. Not only does it distort heavily at high volumes, the volume itself isn't even all that loud. Bass is seriously lacking, and songs with heavy bass, like the Knife's "Silent Shout," suffer from unbearably crunched and distorted sound.

On more balanced tracks that don't go overboard with bass, and at moderate volumes, the Mo'Beats does a decent job, but still ends up sounding a bit too thin and treble-heavy for my taste. The vocals and guitar strumming on a track like "Babel" by Mumford & Sons sound a bit too harsh, while the cymbal crashes of the drums overpower the mix. Playing the same track back on the UE Mobile Boombox reveals just how much warmth is lost with the Mo'Beats.

It's not a dock, but its stand makes it a good option for a desktop mini home theater. For movie watching purposes, the speakers on the Mo'Beats actually do a respectable job. That same treble-heavy sound makes voices sound loud and clear. A trailer for The Avengers sounded exciting, with easy-to-hear dialogue and loud explosions that really popped. At the end, however, the score highlights lower register string instruments and percussion that became crunched and distorted at high volumes. If money is no object, the JBL OnBeat Xtreme ($499.95 direct) delivers powerful and high-quality audio, and it can also dock iPads in both vertical and horizontal orientations.

The iLuv iSP245 Mo'Beats isn't the best speaker for audio enthusiasts?not by a long shot. What it does offer is a useful stand that can boost the volume of your tablet, and its speakers do a good job for dialogue and background sounds in movies. The Logitech UE Mobile Boombox is still the Bluetooth speaker you want to get in this price range, but for those looking for an all-in-one stand and speaker solution, the Mo'Beats is, at least, a slick and well-built option.

The Benefits of Ideal Health Insurance | Psychology Today

Three features of ideal health insurance would make it especially superior to the health insurance arrangements that prevail today, as I outline in my recent book, Priceless: Curing the Healthcare Crisis.

Ideal Health Insurance Is Patient Centered

A large portion of our healthcare dollars would be placed in accounts that we individually own and control. Patients would pay for the vast majority of medical services from these accounts, and doctors would be free to act as agents for their patients rather than for third-party payers. Because patients would be spending their own money in the medical marketplace, physicians would be encouraged to become financial advisers as well as health advisers. Doctors would compete not just on the basis of price and quality, but also on the basis of delivering value for money.

Ideal Health Insurance Allows Insurers to Specialize in the Business of Insurance

One of the consequences of the managed care revolution is that insurers have been turned into providers of care. Often the entity that pays our medical bills is the same entity that delivers our medical care. This development has had three negative consequences.

First, when the businesses of insurance and healthcare merge, health plans have perverse incentives to deny care. The rash of news stories reporting on the tragic consequences of underprovision of care is testimony to what can go wrong.1

Second, when the choice of insurer is also effectively a choice of provider networks, consumers must make decisions that are humanly impossible. Ideally, one should not have to choose a cardiologist until one has a heart problem. One should not have to choose an oncologist until one gets cancer. But in today?s market, when you choose your insurer you are at the same time choosing your heart specialist and your cancer specialist, whether you are aware of it or not.

Third, the managed care revolution has delegated to those on the buyers? side of the market (insurers) the responsibility of forcing those on the sellers? side of the market (doctors, hospital administrators, etc.) to deliver care efficiently. In no other market do we depend upon buyers to tell sellers how to produce their product. Undoubtedly, there are good reasons why other markets are not organized this way.

Ideal health insurance, by contrast, allows insurers to specialize in what they do best: price and manage risk. The supply side of the market would be encouraged to organize into focused factories and adopt other efficient techniques to produce high-quality care for a low cost. The market would still be free to combine insurance and healthcare delivery where the combination makes sense. It may turn out that for such specialized services as cancer care, efficiency warrants specialized insurance products. Ideal health insurance would allow those market developments by providing a mechanism for people to leave one insurance pool and join another (without extra cost) when their health condition changes.

Ideal Health Insurance Is Improved by the Free Flow of Information

Under the current system, consumer information is a threat to the stability and peace of mind of typical third-party payer personnel. The more patients learn, the more they are likely to demand. Under ideal health insurance, by contrast, accurate consumer information is a positive. The reason is that the insurer and the insured are on the same team, with a similar interest and objective: acquiring good value in a competitive market.

Needless to say, the changes outlined here will require appropriate changes in public policy. Of these, three are particularly important.2

First, federal tax law must create a level playing field between third-party insurance and individual self-insurance through Health Savings Accounts. As noted, we have already made major steps in that direction. Individual preference and market competition, not the peculiarities of the tax law, should determine the appropriate division.

Second, federal tax law must create a level playing field between employer purchase and individual purchase of health insurance. Although employers can purchase employee health insurance with before-tax dollars, people who purchase their own insurance get virtually no tax relief and must pay with after-tax dollars. (An exception to this generalization is the self-employed, who get partial tax relief.) Employers may have an important role to play in helping people obtain health insurance, but this role should be determined by the marketplace, not by tax law.

A third important change needs to be implemented at the state level. Many employers would like to move to a defined-contribution approach for employee health insurance. As a result, employees could enter a health insurance pool and stay there?taking their insurance coverage with them as they travel from job to job. Personal and portable health insurance is an idea whose time has come.

These changes will not solve our most important health insurance problems. They will create a legal environment in which individuals, their employers, and their insurers?pursuing their own interests?are likely to create the institutions they need.

Capitol Confidential ? Marchione's sign made legal

It had been up for weeks, but last night, the Halfmoon Planning Board formally made legal the sign on Kathy Marchione?s campaign office in the Shoppes of Halfmoon.

A sharp-eyed reader noticed the sign was on last night?s meeting agenda, though it has been hanging for weeks. Halfmoon?s sign ordinance became a political football in last year?s town supervisor race, with Democrats claiming the town?s leading Republicans were selectively cracking down on them.

Marchione?s campaign spokesman Ken Girardin said the sign was not the campaign?s doing.

?Our understanding is it?s a landlord issue. We?re just a tenant,? he said. ?We didn?t install it ourselves, and we don?t have any knowledge of any issues that may have arisen from the sign being installed.?

Of course, the landlord is developer Bruce Tanski, who provided seed money to Marchione?s campaign and has bankrolled the town?s current supervisor, Mindy Wormuth. Tanski is providing Marchione?s campaign rent-free office space.

Marchione is the apparent winner of a Republican primary against Sen. Roy McDonald.

Home price bounce will help boost?economy

The ongoing rise in home prices, up for the sixth month in a row in July according to a widely followed index, is bringing some badly-needed support for an ailing U.S. economy.

The road back to economic health, though, is going to be a long one.?

U.S. single-family home prices rose?in July, though the improvement was not as strong as expected, a closely watched survey showed on Tuesday.

The S&P/Case Shiller composite index of 20 metropolitan areas gained 0.4 percent in July on a seasonally adjusted basis, shy of economists' forecasts for 0.9 percent, according to a Reuters poll.

On a non-adjusted basis, prices fared better, rising 1.6 percent.

Compared to a year ago, prices in the 20 cities were up 1.2 percent, beating expectations for 1 percent. It was the second month in a row year-over-year prices have risen.

Tuesday?s home price data confirmed "recent good news" about the sector, David Blitzer, chairman of the index committee at Standard & Poor's, said in a statement.

"All in all, we are more optimistic about housing. Upbeat trends continue," said Blitzer.

Home price rebound

Most economists think home prices have stopped falling and are slowly headed back up. But the recovery to pre-bust levels will take years.

Some six years after the housing market collapsed, the forces of supply and demand that sent prices plummeting now appear to have laid a firm foundation for a sustainable recovery, according to many economists.

?The rise in home prices across the nation reinforces the view that housing is now leading rather than restraining the economy,? said Joel Naroff, chief economist at Naroff Economic Advisors

The U.S. housing market?s long slumber has been a major drag on the wider economy?s recovery from the 2007 recession. Now, as that market force shifts from a headwind to a tailwind, economists expect the housing revival to help boost economic growth in several ways.

?Strengthening in home prices is a plus for growth through various channels, including increased consumer spending because of wealth and confidence effects, increased incentive to buy before prices go up some more, and increased incentive to lend because of less chance of mortgages turning delinquent,? according to Jim O'Sullivan, chief U.S. Economist at High Frequency Economics.

Rising home prices have helped put consumers in a better mood. Consumer confidence jumped to its highest level in seven months in September as Americans were also more optimistic about the job market and income prospects, a private sector report showed on Tuesday.

Homebuilders are also feeling more upbeat. ?

Both home resales and groundbreaking on new houses rose in August, helping to lift business sentiment among homebuilders to a more than six-year high.

Housing starts rose 2.3 percent last month, the fastest in more than two years, and are up by more than 20 percent in the past year. But the gain follows a collapse that saw new home sales crash from a nearly 1.4 million annual rate in mid-2005 to fewer than 300,000 last year.

Foreclosure backlog
The recovery in home prices comes as the supply of ?distressed? properties has begun to ease. Those include houses seized by banks in foreclosure and so-called ?short sales,? in which a bank approves a sale for less than the outstanding mortgage balance. But with default rates still high by historical standards and a large backlog of pending foreclosures, those properties will continue to weigh on the market.

Capital Economics housing economist Paul Diggle figures the supply of homes for sale has fallen some 23 percent over the past year, while the pace of sales has picked up by 11 percent. That?s brought the number of homes on the market back down closer to historical levels.

?Supply may not fall much further, but with demand continuing to improve, the market will remain tight enough to sustain price gains,? he said.

Nationwide, Diggle expects price to close out 2012 with a gain of about five percent, after giving up some ground later this year as they typically have during the slower selling months in winter.

Demand for houses could also get a lift from the Federal Reserve?s recent move to force mortgage rates, already at historic lows, even lower. The Fed is hoping that cheaper credit will prompt?potential home buyers to take the plunge.

The central bank's announcement earlier this month that it would spend $40 billion a month to buy mortgage-backed bonds has already forced the yields on those securities sharply lower.

But for many borrowers, low mortgage rates aren?t the problem. Bankers have been demanding higher credit scores before approving loans, and with unemployment stuck above 8 percent, many would-be home buyers can?t get a mortgage.

Lower rates could also help spur the economy by helping existing homeowners with mortgages refinance to a lower monthly payment. But millions of them ? roughly one in four ? can?t get a new mortgage because they owe more on their old loan than their house is worth.

?It remains to be seen just how much of this fall (in mortgage rates) will be passed through to borrowers,? said Diggle. ?And in any case, with rates already at record lows and credit still very tight, any fall probably won?t make a dramatic difference to the recovery."

Rising home prices will slowly lift underwater houses back onto dry land. But the process will take years.?

Nationwide, homeowners with mortgages owed some $689 billion more in the second quarter than their homes were worth, according to CoreLogic. But the recent uptick in home prices is providing some small?relief; that number dropped by just $2 billion from the first quarter to the second quarter. Of all homeowners with mortgages, some 10.8 million ? more than one in five ? were still underwater in the second quarter, according to CoreLogic.
